Does the June 30th iOS 13 SDK deadline apply to existing apps that don't need an update?

I have an existing iOS AIR app that doesn’t need any updates and I’ve been working quite a bit to try and meet the June 30th deadline.

However, after reading this SO thread:

it seems as though you don’t need to worry about the June 30th deadline if you don’t need to submit any updates for your app.

What’s your interpretation?

These deadlines normally only apply for submissions (either updates or new apps) to the stores. They won’t make apps stop working that are already available.
